BACKGROUND:
The St. Paddy's Day 5K will be held prior to the St. Patrick's Day Parade on Saturday, March 14, 2020. The run will begin at approximately 8:00 a.m. and is anticipated to draw an estimated 3,000 participants. The parade will begin at approximately 10:00 a.m. Both organizations are requesting an amplifier permit beginning at 7:00 a.m.

DISCUSSION:
The events are coordinated, and both utilize much of the same route as depicted on the attached map.

The run will require temporary street closures beginning at approximately 7:15 a.m. and will be immediately followed by the parade at 10:00 a.m. The run and parade routes only will be posted No Parking/Tow Zone from 5:00 a.m. to 11:30 a.m. All streets will reopen and signage removed by 11:30 a.m. or as deemed appropriate by the Naperville Police Department based on public safety.

Staff will post informational signs along the route beginning Monday, March 9 and members of the Rotary Club and West Suburban Irish will provide notification to the downtown business owners and residents affected by the event. Information regarding the route and traffic control plans will be available on both the organizer's and City's websites. All insurance requirements will be fulfilled prior to the issuance of both Special Event permits.

FISCAL IMPACT:
The SECA Commission has recommended the West Suburban Irish receive $20,243 in SECA grant funding for the St. Patrick's Day Parade and the Rotary Club of Naperville Sunrise receive $8,993 for the St. Paddy's 5K Run. Any City service costs in excess of the grant fund will be billed to the organi...
