BACKGROUND:
As part of Bid 19-216, South Waterworks Improvements, the City contracted with Dahme Mechanical Industries in August 2019 to replace the chlorine equipment and associated piping at South Waterworks. After bids were opened, the City received notice of revised IEPA regulations requiring an emergency chlorine gas scrubber when the chlorine system at a site is improved.

Staff examined options to install the chlorine scrubber per the new IEPA requirements. The City's consultant who designed the project estimated an additional 10 weeks for the scrubber design with an estimated cost of $20,000 for additional engineering and $300,000 for construction.

The South Waterworks site is critical to provide adequate fire flow and pressure to the southeast portion of the City. The pumping equipment was experiencing significant deterioration and becoming unreliable. The construction contract was structured to have critical equipment replaced and the project completed prior to the summer season when there is traditionally high water demand. Additionally, the State of Illinois procurement code does not allow change orders to construction contracts that total 50 percent or more of the original contract cost. Therefore, Water Utilities staff decided to continue the South Waterworks Improvements project as originally designed and to complete the chlorine scrubber installation via a separate project.

DISCUSSION:
Staff identified an approved cooperative contract, US Communities Government Cooperative Contract 15-JLP-023 through Trane Commercial Systems, for the procurement of the work.
