BACKGROUND:

The other related items to the North Aurora Road project on the City Council agenda are:

                     19-1091, Adopt a resolution approving the third amendment to the intergovernmental agreement between the City of Naperville and the Naperville Township Road District for the construction engineering services and construction of North Aurora Road between Frontenac Road and Fairway Drive

 

North Aurora Road is a minor arterial road with an average daily traffic of approximately 22,000 vehicles.  It functions as a primary connection between the Cities of Naperville and Aurora as well as providing access to numerous businesses, two subdivisions, and the Route 59 Metra station.

 

The section of North Aurora Road between Pennsbury Lane (1,500 feet west of the EJ&E Railroad in Aurora) and Fairway Drive (west of IL Route 59) is the only section of this road with a single lane in each direction for several miles to the east and west, creating a bottleneck.  Widening the section of North Aurora Road between Pennsbury Lane and Frontenac Road is included separately with the underpass improvement project (CIP Project #BR005).  Construction of the railroad bridge project is anticipated for 2022 to 2023. Construction of the road widening project is scheduled for 2020 to 2021.  The total length of this roadway segment (Frontenac Road to Fairway Drive) is approximately 0.9 miles. Naperville Township has jurisdiction of North Aurora Road between Enterprise Court and Country Glen Drive (approximately 850 feet in length).  The existing traffic exceeds the capacity of the current roadway.  Over the next 20 years, traffic volume is expected to reach nearly 30,000 vehicles per day.  In 2019, the City of Naperville and Naperville Township Road District conducted final engineering to develop a design for widening of the North Aurora Road between Frontenac Drive and Fairway Drive.

 

The North Aurora Road reconstruction and widening project will widen North Aurora Road from two lanes in each direction with a flush median to four lanes in each direction with a flush median. This project will match into future or already widened sections to the west and east. Between Frontenac Road and Weston Ridge Drive, North Aurora Road will be reconstructed and widened. Between Weston Ridge Drive and Fairway Drive the roadway already includes two lanes in each direction with a flush median so this area will only be resurfaced. A five-foot wide sidewalk is included along portions of the north side of the road and an eight-foot shared use path will be constructed along the south side of the road throughout the project limits.

 

DISCUSSION:

Local-Public Agency Agreement with IDOT

A joint City-State agreement is required when local agencies are involved in projects that are financed in whole or in part with State and/or Federal funds. Staff recommends approval of this local-public agency agreement with Illinois Department of Transportation.

 

Appropriation of Funds

One of the requirements of the intergovernmental agreement with IDOT is the local agency shall attest that sufficient moneys have been appropriated or reserved by resolution or ordinance to fund the local agency share of project costs.  Therefore, a resolution approving the appropriation is included in Agenda Item 19-1094.

 

FISCAL IMPACT:

Per the intergovernmental agreement, the City will be the lead agency for the project. The estimated construction cost for the project is $11,200,000, with the City of Naperville responsible for $4,810,400 and the Naperville Township Road District responsible for $389,600 as programmed in FY2020. The remaining $6,000,000 will be covered by Federal STP-U funds.
