BACKGROUND:
The Naperville Police Department (PD) deploys police officers to manage critical incidents, crash scenes, special events and other major events that occur within the City. During the 2019 budget process, PD identified the need to expand the use of technology and data to more efficiently manage and respond to major events. The department has identified a video wall system that can meet these needs and become a critical part of the department’s real time command center.
The video wall will include two (2) rows of three (3) 55” video monitors that accept multiple video inputs to display a variety of data, a video wall processor, CineNet control interface, audio system, implementation and training. The CineNet control interface, known as the Alpha FX Core, is a multi-4K, IP-enabled video wall controller that supports IP streaming as well as physical inputs and outputs. The Core enables users to display and share video wall content across their network in real-time. The user can display one large image seamlessly across the wall or two or more different videos based on the controls that the system offers. The video wall will display critical information from multiple video sources at the same time which will allow the PD to monitor them in real-time to offer aid in a more efficient and effective manner. Examples of how the system will be used are provided below:
• During a special event the incident commander would be able to pull in and simultaneously display multiple video feeds from the City cameras, videos from squad cars in the area, information from dispatch, interactive maps/weather maps, drone feeds, and intel from the crime analysts.
• During critical police incidents, supervisors currently run the scene standing at the back of a police SUV using paper maps and no access to video. By leveraging this proposed technology, command can effectively run the scene from the command center within the PD. A system like this within the building allows for much easier coordination of personnel who will assist in running a critical incident and allows for a more efficient operation by eliminating unnecessary distractions experienced when running an incident from the back of a vehicle.
• When a major case occurs in the City, i.e. murder, robbery, home invasion, etc, the major crimes unit would operate out of the real time command center. This video wall would allow them to multitask a variety of visuals they would want to utilize in order to gather evidence and follow up on leads to identify and apprehend suspects. They would use mapping programs to track cell phone locations, city cameras to identify potential suspects or suspect vehicles leaving the scene, drone footage, and/or private camera footage for the same.
DISCUSSION:
Police staff researched several real-time information displays by attending conferences and conducting site visits with other police departments. Staff ultimately identified the Cinemassive video wall to help direct responses to criminal activities and assist with traffic and crowd control for the many festivals and events that Naperville hosts on an annual basis.
The Command Center High Definition Video Wall System is a computer controller that accepts inputs from a variety of sources and multiple digital feeds. No matter what independent system or platform is being used, the Cinemassive controller will take inputs from a variety of different sources and makes them compatible and operable in a centralized location. Naperville has several different video platforms such as Milestone and Genetec. This system is agnostic and works with all the different technology vendors. The records management and computer aided dispatch feeds can also be integrated as well as other investigative sites and applications. This makes for an easy to use application for police staff and turns the roll call room into a real-time command center.
The video wall will greatly aid the police department in numerous areas; from real time incidents, special events, deployment and overall management of police related situations; leveraging technology is the next step in policing. The Omnia Partners Cooperative Contract 2018011-01 has been identified for this purchase.
