BACKGROUND:

The Transportation, Engineering and Development (TED) Business Group, Department of Public Works and the Water Utilities require the services of a soils and materials testing consultant to perform quality assurance testing for hot-mix asphalt, concrete and other materials used for the City’s construction contracts. These services include performing soils and materials testing in connection with public improvement projects (street resurfacing, sidewalk removal and replacement, new sidewalk installations) and new development construction. 

 

On January 17, 2017, City Council approved the award of Contract 16-353 to Midland Standard Engineering to perform soils and materials testing for a period of two years ending December 31, 2018, with consideration for three one-year options to renew. The first option year was approved by the City Council on November 7, 2018. 

 

DISCUSSION:

Midland has continued to provide good service during the first option year and has provided $25,113.30 in services to date in 2019. 

 

Midland has agreed to renew the contract for the second option year.  The contract allows for a maximum percentage increase of 1.05% in the option years.  There was no rate increase for the first option year.  For the second option year, Midland is proposing a one percent rate increase, which is within the allowable increase.

 

The term of the second extension is January 1, 2020 through December 31, 2020, with one one-year option year remaining.

Soil and material testing services are expensed to the infrastructure and professional services accounts listed below. The requested award of $120,000 is within the budgeted amount for this expense.
