BACKGROUND:
Unit 321 is a 2009 Spartan Gladiator ladder truck that is used daily by the Fire Department to respond to emergency calls out of Station 1. In July 2019, the Fire Department identified problems with Unit 321 including leaking oil and coolant consumption as well as an engine diagnostic code. The ladder truck was transferred to Fleet Services for evaluation. Fleet Services was unable to resolve the issue and determined that the ladder truck should be sent to an outside vendor for evaluation.



DISCUSSION:
The Fire Department has a total of four ladder trucks. At the time Unit 321 was sent to Fleet Services for evaluation and repair, two additional ladder trucks were already in for repair, leaving one front-line truck in service. In order to continue baseline service levels before the issues with Unit 321, the Fire Department was relying on mutual aid for calls that require a ladder truck. Additionally, the Fire Department was pulling in an engine from the City of Aurora. The repairs on Unit 321 were approved as an emergency by the Chief Procurement Officer on September 25, 2019, per Section 1-9B-4:6 Emergency Procurements, of the Naperville Procurement Code.

Unit 321 was sent to Cummins Sales and Service to determine the cause of leaking oil and coolant consumption, along with an engine diagnostic code. Cummins Sales and Service is the upper Midwest distributor of Cummins engines and power generation products and service. Due to warranty and the proprietary nature of this equipment, maintenance and repairs need to be made by an authorized dealer.
