BACKGROUND:
In 1998 a practice was developed for the establishment of Commemorative Parkways and Memorial Ways. The practice stated that Commemorative Parkways are for organizations/groups and individuals who achieved noteworthy service and/or accomplishments for the community. The signs are rectangular with white text on a blue scroll. Examples of current Commemorative Parkways include Ned Becker Parkway (Naper Boulevard), Nitra Parkway (Aurora Avenue), North Central College Avenue (Chicago Avenue, white sign with blue text), Stenger Commemorative Parkway (Franklin Avenue, brown sign with white text) and Patzcuaro Way (Webster Street). Memorial Ways are for individuals being honored. The signs are a brown blade sign with white text that are installed below the green street name sign. An example of a current Memorial Way is Judd Kendall Memorial Way (Jackson Avenue). The most recent commemorative street designation made was Patzcuaro Way, which was requested by the Sister Cities Commission, and presented to the City Council for approval.
DISCUSSION:
Former City Councilwoman Becky Anderson submitted a request for a Memorial Way honoring J. Glenn Schneider prior to the end of her City Council term. Several community members provided letters in support of this request (see attached). J. Glenn Schneider was a longtime Naperville resident who was honored with a proclamation on June 6, 2017, a few months after he passed away. Mr. Schneider taught at Naperville North and Naperville Central for 32 years, was a City Council member for 8 years and was a State Representative in the Illinois General Assembly for 12 years. Hillside Road from West Street to Webster Street is recommended as the location for J. Glenn Schneider Memorial Way due to its adjacency to Naperville Central High School.

The cost of signage is estimated to be $250.
