BACKGROUND:

The 95th Street Park-and-Ride was opened in 2008 to improve transportation options for commuters residing in the southwest part of Naperville.  The City partners with Pace Suburban Bus to provide express service between the 95th Street Park-and-Ride and the Route 59 Metra Station on Route 672.  Located at the southwest corner of Wolfs Crossing Road and 91st Street, the park-and-ride offers over 200 vehicle parking spaces, bicycle parking and a bus shelter.  Commuters are not charged a fee to park in the lot.  A fare is required to ride the Pace bus.

 

DISCUSSION:

In recent years the 95th Street Park-and-Ride has been subject to the parking and storing of vehicles that are unrelated to commuter use.  Abandoned vehicles, vehicles being stored for commercial use and vehicles being marketed for-sale have been observed in the lot.  City staff addresses these uses; however, because regulations are not currently in place for this facility, there is a limit to the actions that can be taken.  The attached ordinance establishes regulations for the use of the lot and allows for enforcement action and towing of vehicles when the regulations are not followed.
