BACKGROUND:

The heating, ventilation and air conditioning (HVAC) system in the Biosolids Processing Building at Springbrook Water Reclamation Center (SWRC) is exceeding its useful life. As such, the two rooftop units are failing and maintenance costs continue to escalate. Currently, one unit is completely out of service, and the other will need to be repaired before going into service this fall.

 

Additionally, the existing system is significantly less efficient than any modern HVAC system. HVAC upgrades at the Biosolids Processing Building will help to reduce the overall energy use at SWRC.

 

DISCUSSION:

Water Utilities staff solicited the services of Trane Commercial Systems, a U.S. Communities cooperative vendor, to evaluate the existing HVAC system at the Biosolids Processing Building and develop preliminary design options for the replacement of the system. Trane prepared several alternatives for the new heating system, analyzed the capital and operating costs and presented the options to staff. After careful review, staff selected the most efficient and cost-effective HVAC replacement. 

 

Work includes final design of the selected system along with the construction work necessary to replace the existing HVAC system. Total award includes the cost for removal and disposal of the existing rooftop units and full cost to provide and install the new system. Abandoned ducts within the building will remain in place.

 

The HVAC system replacement services are available on the US Communities Government Cooperative, through Trane Commercial Systems and Services, Contract USC 15-JLP-023.

 

FISCAL IMPACT:

CIP #: WWU41 - SWRC Facility Replacement (non-treatment)

 

The HVAC system replacement is expensed to the infrastructure account listed below as part of the capital improvement program. A total of $775,000 is budgeted for WWU41 in 2019. The requested award is within budget.
