BACKGROUND:
On February 6, 2018, City Council approved the award of Bid 18-017to Baish Excavating (Baish) for an 18-month term, with two, one-year options to extend. The contractor provides the Water Utilities with supplemental crews to assist during emergencies, when work exceeds the capacity of the of the Utility's crew, or when work requires specialized equipment or expertise beyond the capabilities of staff. Work under this contract may include installation, replacement and relocation of water and sewer main segments, sanitary sewer manholes, valves, vaults and service laterals.
DISCUSSION:
Baish performed well during the original 18-month contract term. During the original term, the Water Utilities used Baish to perform the following work:
* Removed an unidentified utility line from a sewer service line.
* Installed new hydrants and valves.
* Repaired a water main and assisted Water Utilities crews on multiple water main breaks during the polar vortex in January 2019.
Baish agreed to a zero-percent increase for the first option year. The term of the first option year is September 1, 2019 through August 31, 2019, with one, one-year option to extend remaining.

Contract services are expensed to the operational services account listed below. A total of $283,000 is budgeted for various contract services in 2019. Any contract work provided on capital improvement projects will be expensed to the infrastructure account. The requested award is within budget.
