BACKGROUND:

The Municipal Center front plaza and parking deck, originally built in 1991, has seen significant deterioration leading to increased structural failures. To address facility construction problems, City Council approved Capital Project MB136, Municipal Center Front Plaza and Parking Deck Repairs, and the Department of Public Works (DPW) commissioned an architectural and engineering consultant to evaluate and develop a comprehensive, phased project plan to address the required repairs.

 

The projects were prioritized based upon safety implications, structural integrity and aesthetics. Phase I was completed in 2016 and included reconstruction of the stairs and ramp at the main entrance as well as a limited amount of walkway leading up to the entrance. Phase II was completed in 2018 and included rehabilitation of the parking surface and drive aisle on the upper level of the deck, walkways, stairs and railings, sidewalks, curbs and planter boxes.

 

The scope of work proposed for Phase III in 2019 includes the rehabilitation of the concrete circle driveway, sidewalk and curb on the upper level of the Municipal Center deck. The bid also includes optional additional work to replace the existing submersible ornamental fountain lighting at the center of the plaza deck. Phase IV will include repairs to the lower level of the parking deck, which is currently scheduled for 2020.

The bid was structured to be awarded to the lowest responsible bidder providing the lowest responsive bid based on the lump sum cost. The bid also requested the cost for the optional work to replace the submersible ornamental fountain lighting at the center of the plaza deck.

 

Two of the five vendors that attended the pre-bid meeting submitted a bid. One vendor did not submit a bid due to lack of subcontractor interest in the project and two others did not submit due to their inability to meet the project timeline.

 

Staff recommends awarding the base bid to Berglund Construction Company, which includes the rehabilitation of the concrete circle driveway on the upper level of the Municipal Center. Due to funding constraints, the optional work, replacement of the existing submersible ornamental fountain lighting at the center of the plaza deck, will be deferred.

 

Work will start after September 3, 2019 with a completion date of November 1, 2019.

Municipal center front plaza and parking deck repairs are expensed to the building improvements account list below as part of the capital improvement program. A total of $320,000 is budgeted for MB136 in 2019. Additional funds will be provided by underspend in engineering for the project, as well as other capital projects.
