BACKGROUND:
In February 2019, Bid 19-007 was awarded to R.W. Dunteman to improve 91st Street between Wolf's Crossing Road and Schoger Drive to collector street standards. The scope of the work included installation of storm sewers, paving, curb and gutters, sidewalk, and street lighting.

Four change orders were previously approved:
* Change order #1: to install a larger diameter manhole to accommodate the connection of multiple pipes of varying sizes.
* Change order #2: to modify the pavement material of the driveway in front of 31W238 91st Street from asphalt to concrete to better handle the daily traffic loads of large and heavy vehicles.
* Change order #3: to modify the cross section of the road based upon field conditions.
* Change order #4: to replace a collapsed driveway culvert in front of 31W066 91st Street.
The cost of the four change orders totaled $23,855.96, which was within the 3 percent contingency ($34,405.48) included in the original award. The first four change orders were reviewed and approved by the Chief Procurement Officer.

The contract completion date was July 12, 2019.

DISCUSSION:
The project is substantially complete and the road was fully opened to traffic prior to the contract completion date. However, change order #5 is being requested to extend the completion date from July 12, 2019 to August 26, 2019.

The delivery of the streetlights has been delayed due to the manufacturer's long lead time. R.W. Dunteman's electrical subcontractor anticipates receiving the material by August 9, 2019. The contractor has requested that the completion date be revised to August 26, 2019 to allow time to ...
