BACKGROUND:

The Naperville Park District (“Park District”) is the owner and developer of the property located at the 3252 Wolf’s Crossing Road, commonly known as the Wolf’s Crossing Community Park (“subject property”).  The Park District intends to develop the subject property with recreational facilities such as sports fields, walking trails, a splash pad, a playground as well as associated parking and restroom facilities.  Upon completion, the park would require water, sanitary sewer and electrical services from the City of Naperville.

 

DISCUSSION:

The proposed improvements to the subject property are being partially funded by an Open Space Land Acquisition and Development (OSLAD) grant through the State of Illinois.  One of the conditions of the grant is that the Park District is not allowed to grant new easements on the subject property.  The proposed Land Use Permit granted by the Park District would allow the City of Naperville the right to construct, maintain and repair utility facilities necessary to serve needs of the Wolf’s Crossing Community Park.   After the facilities have been installed, As-Built documentation relative to the location and construction of those facilities will be attached as Exhibit B to the Land Use Permit which will then be recorded with the Will County Recorder. 

 

The Park District Board has considered and approved the same Land Use Permit on their June 13, 2019 meeting.
