BACKGROUND:

The Federal Emergency Management Agency (FEMA) manages the National Flood Insurance Program.  Back in the 1970’s FEMA studied and published flood insurance rate maps that showed the areas of municipalities that were prone to flooding and possible flood hazards.  While small select portions of the maps have been revised over the years, a comprehensive updating of the maps had never been performed.

 

For the last five years FEMA has been working with the Illinois State Water Survey to update the flood insurance maps for the Chicago suburbs.  Instead of publishing maps for every municipality, the new maps are county-based.  Since the City of Naperville is located in both DuPage and Will counties, we will reference the appropriate county map when checking properties in the City.

 

DISCUSSION:

FEMA and the counties have been working through their public processes to make the new and updated maps effective for this area.  Will County was slightly ahead of DuPage County, with their maps becoming effective on February 15, 2019.  DuPage County just adopted their new maps last month, with an effective date of August 1, 2019.  Just like we did for Will County earlier this year, the City must pass an ordinance referencing the new flood insurance maps so the City can continue to participate in the National Flood Insurance Program.

 

The attached ordinance amends Chapter 6 of Tittle 5 and references the new maps for DuPage County.  On August 1, 2019 we will start using the new maps for the City.
