BACKGROUND:

In 2017 and 2018, the Water Utilities conducted sanitary sewer smoke testing projects, which identified numerous manholes with upper structure leaks. Staff proposes to redirect some 2019 funds from the sewer lining programs and increase the number of manhole rehabilitations for 2019. To maintain the overall budget of CIP Project WWU06, Sanitary Sewer Rehabilitations, the additional cost of the manhole rehabilitations will be offset by a reduction in the sanitary sewer lining programs.

 

The proposed rehabilitation system is a cured-in-place liner similar to pipeline linings installed throughout Naperville’s sewer system the past three decades. The finished product adheres to the original manhole wall, forming a seamless liner and sealing leaks. The liner is also a fully structural rehabilitation, which can withstand the stresses of winter freeze-thaw cycles and impacts from traffic.

 

The Water Utilities’ 2019 capital project plan includes the rehabilitation of approximately 260 manholes, 13,000 linear feet of main line sewers and 150 sewer service laterals. The primary focus of these projects is to reduce infiltration and inflow, which is leakage of groundwater and surface water into the system.

 

The Water Utilities issued Bid 19-135 seeking contractors to rehabilitate 258 existing sanitary sewer manholes using cured-in-place lining products. Specifically, the contractor will rehabilitate the upper structure or “chimney” section of manholes. The upper structure is vulnerable to damage from winter freeze-thaw cycles and impact from vehicles, which derogates the structure and creates openings where water from weather events enters the sanitary sewer system. Rain water entering the sewer system takes up system capacity, which contributes to sewer overflows and basement backups.

Only one vendor submitted a bid response.  Following the bid opening, staff contacted vendors on the bidders list to ask why they did not submit a response. One bidder did not have time to review the bid, another stated that they did not meet the scope of specifications and two have limited their construction projects and are not doing this type of work at this time.

 

The engineer’s estimate is based on average material cost and in-house labor hours, using hourly labor rates typical of contracted work. Performance Pipelining Inc. has performed similar projects for the City and their work was satisfactory.

 

The completion date of the contract is December 31, 2019.

Sanitary sewer rehabilitations are expensed to the infrastructure account listed below as part of the capital improvement program. A total of $3,871,000 is budgeted for lining and rehabilitation activities as part of WWU06 in 2019. The requested award is within budget.
