BACKGROUND:

In March 2018, the Water Utilities completed a Request for Qualifications (RFQ-18-064) for engineering services for water and wastewater projects for a three-year term from July 30, 2018 through July 29, 2021 with four, one-year options to extend. Five consultants were shortlisted as result of the process. The consultants are:

 

Crawford Murphy & Tilly, Inc.

Walter E. Deuchler Associates, Inc.

Donohue & Associates, Inc.

Lockwood Andrews & Newnam, Inc.

Strand Associates, Inc.

 

In February 2019, the Water Utilities conducted a Request for Proposals (RFP) with the shortlisted engineering firms to perform an arc flash evaluation. The selected firm will complete arc flash analyses and labeling at various sanitary sewer pump stations, storm water pump stations and water supply sites as well as develop a customized electrical safety program and thermal imaging program for the Utility. Arc Flash labeling and safety training are required by OHSA and part of NFPA 70E 2018 “Standard for Electrical Safety in the Workplace.”

Proposals were received from the following shortlist consultants:

                                          

Crawford Murphy & Tilly, Inc.

Lockwood Andrews & Newnam, Inc.

Walter Deuchler & Associates, Inc, Donohue & Associates, Inc. and Strand Associates, Inc. declined to submit a proposal due to the project schedule. 

 

A selection team comprised of staff from the Water and Electric Utilities evaluated proposals, which were scored based upon the criteria set forth in the RFP:

 

1.                     Capability, Capacity and Qualifications of the Offeror (40%)

2.                     Suitability and Quality of the Approach (20%)

3.                     Milestones and Deliverables (25%)

4.                     Outcomes to be Achieved (15%)

 

After review and scoring of proposals, the selection committee invited both firms to submit cost proposals.  The cost proposals were opened and the quality adjusted costs were calculated:

Per the RFP document, final award was to be recommended to the vendor with the lowest quality adjusted cost, Lockwood Andrews & Newnam, Inc (LAN). However, while in the process of finalizing the contract amendment, LAN required a modification to the indemnification language which the City was unwilling to accept.  The requested indemnification language offered no protection for the City in the event of improper training or injury to City employees due to the conduct of LAN.  The City would have to assume all risks if there is a training error. 

 

Staff recommends awarding the project to Crawford, Murphy & Tilly, Inc. The consultant has experience in training, safety program development and implementation and meets all requirements of the RFP.

Engineering services are expensed to the architect and engineer services account listed below. A total of $80,800 is budgeted for consultant services in 2019. The remainder of this award will be budgeted appropriately in subsequent years.
