BACKGROUND:
The City currently has funding agreements in place with the Illinois Environmental Protection Agency (IEPA), DuPage County, Will County, Kane County and the city of Aurora for the regional Household Hazardous Waste (HHW) program operated at the Environmental Campus on Fort Hill Drive in Naperville. The facility was originally permitted in 1992 in cooperation with the IEPA as the first permanent Household Hazardous Waste Drop-off in the State of Illinois. The City and its funding partners (DuPage County, Will County, Kane County, and the City of Aurora) are responsible for operational costs of the HHW facility, the City is responsible for capital costs of the facility, and the IEPA is responsible for hiring a contractor to pick up, transport, and dispose of the HHH collected at the facility. IEPA: On June 22, 2018 the City and the IEPA entered into a five-year Intergovernmental Agreement effective from July 1, 2018 through June 30, 2023. In July of 2018, the City received notification from the IEPA that $545,000 was allocated in the State's 2019 fiscal year (July 1, 2018 - June 30, 2019) for the transportation and disposal of material from the Naperville facility. This was the first time that the IEPA imposed a cap on the amount of funds that it will provide for collection and disposal of HHW from the Naperville facility. Staff has been closely monitoring the disposal costs and has been working with the IEPA on funding options should the disposal costs of household hazardous waste brought into the facility exceed the funding cap imposed...
