BACKGROUND:
On June 19, 2018, City Council awarded Contract 18-102 to Joseph J. Henderson & Son, Inc. for an amount not to exceed $147,428, plus a 5% contingency. The purpose of this project was to install a new valve near the Goodyear Auto Center, located at 1580 North Aurora Road. The new valve will enhance pressure and improve redundancy in the water distribution system by adding a connection between one of the four enhanced pressure zones and the common zone. The project completion date was December 31, 2018.

DISCUSSION:
A change order is requested for unanticipated additional site and electrical work. When site excavation began, a gas main was found above the existing water main preventing the vault from being placed at the location as shown on the approved plans. It was necessary to offset the watermain to allow the installation of the valve and vault outside the alignment of the gas main. Relocating the valve vault included demolition of pavement and curb, exploratory excavation to expose gas and electric, additional excavation and spoils removal to expose existing water main for installation of pipe, additional fittings, thrust blocks, additional stone backfill, curb and asphalt replacement to offset the line and place the vault in an alternate location.

In addition, the Electric Utility required electric conduit to be pulled into the transformer to energize the electric actuator valve and components. The contractor had to do additional trench work for installation of conduit inside the transformer.
