BACKGROUND:

For Program Year 2019 (April 1, 2019 - March 31, 2020), the City of Naperville estimates that it will receive approximately $492,152 in Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD). This amount represents 90% of the Program Year 2018 funding of $546,835. When HUD makes the exact Program Year 2019 allocation, the City will adjust the awards accordingly. Also, this year the City anticipates an additional $145,746 of reallocated funds from prior years for an estimated total of $637,898.

 

DISCUSSION:

To distribute the CDBG funding, the City held a Call for Projects and received ten capital improvement project applications, totaling $666,223. In addition, two social services applications were submitted for a total of $106,000. These two applications were also eligible for CDBG funding.

 

All applications were evaluated and scored by a multi-departmental team of staff from the City Clerk’s Office, TED Business Group, Police Department, and representatives of the Advisory Commission on Disabilities, Housing Advisory Commission, and Senior Task Force.

 

The following projects are recommended for funding:

 

Affordable Rental Housing - $90,000

                     Awarded to Illinois Independent Living Center for energy conservation improvements to affordable rental apartments for persons with severe physical disabilities.

Homeless Housing and Supportive Services - $111,000

                     Awarded to Bridge Communities, Inc. ($85,000) and ChildServ ($26,000) to rehabilitate buildings providing transitional housing to abused/neglected teens and homeless families with children.

 

 

 

Public Services - $73,823

                     Awarded to Loaves & Fishes Cares Program ($60,000) and DuPage PADS Olympus Place Housing Program ($13,823) for emergency rent and utility assistance, and supportive services to formerly homeless people with chronic disabilities.

 

Public Facilities - $30,000

                     Awarded to the Naperville Heritage Society to remove architectural barriers and improve ADA compliance at the Naper Settlement.

 

Special Needs Housing and Supportive Services - $277,075

                     Awarded to the DuPage County Mental Health Department ($51,000), Little Friends ($16,223), Ray Graham Association ($87,000), Turning Pointe Autism Foundation $90,852), and United Cerebral Palsy - Seguin ($32,000) to rehabilitate and improve safety conditions at housing facilities for people with special needs and to increase classroom space at an educational facility for adults and children with special needs.

 

Program Administration - $56,000

                     Awarded for salary/program administration.

 

Based on guidance from HUD, staff is also recommending the following actions if the final CDBG allocation is either higher or lower than the $492,152 estimated. Per HUD, the City may add, subtract, or transfer amounts among identified projects, as noted below, without publishing a substantial amendment.

 

Contingency Action #1: Final grant allocation is more than $492,152

If the final grant allocation exceeds $492,152, the City may make one or more of the following changes in proposed activities:

 

a)                     Add additional funding for CDBG-eligible public service activities: 1) Loaves & Fishes CARES Emergency Financial Assistance Program up to $70,000, and 2) DuPage PADS Olympus Place Supportive Housing Program up to $30,000, with total public service costs to remain within the 15% CDBG cap on public service activities;

b)                     Add funding for fair housing activities (subject to planning and administration cap);

c)                     Add funding for a Single-Family Rehabilitation Program up to $85,000 to be operated either by the City of Naperville or a subrecipient to be chosen through a competitive procurement process;

d)                     Add funding for infrastructure and neighborhood facility improvement projects located in low and moderate-income concentration areas (based on census tract block group data) to be managed by the City of Naperville TED Business Group or the Department of Public Works.

e)                     Add funding for improvements to parks and recreation facilities located in low and moderate-income concentration areas (based on census tract block group data) to be managed by the Naperville Park District.

2) Contingency Action #2: Final grant allocation is less than $492,152

If the final grant allocation is less than $492,152, the City will undertake the following change in proposed activities:

                     The proposed funding amounts for all activities will be proportionally decreased to match the actual allocation amount.

 

These recommended funding allocations are included in the attached Program Year 2019 Annual Action Plan (AAP). The AAP outlines how CDBG funds will be spent in Program Year 2019 and how these projects meet the objectives of the CDBG program and the Consolidated Plan. The Program Year 2019 AAP represents the fifth year of the DuPage County Consortium 2015-2019 Consolidated Plan.

 

The AAP was made available for public comment from Monday, March 18, 2019 through Tuesday, April 16, 2019. A Public Hearing on the AAP will be held at the regularly scheduled City Council meeting on Tuesday, April 16, 2019. Copies of the AAP are available at the City Clerk’s Office, public library branches, and on the City’s website. To date, no comments have been received.
