BACKGROUND:
Unit 245 is a planned 2019 equipment replacement that was approved through the 2019 budget process. Vehicles and equipment are evaluated for replacement based on four criteria: age, usage, condition and repair costs. A unit must receive a score of 28.0 or greater to be recommended for replacement. This piece of equipment exceeds the minimum score as shown in the table below:

DISCUSSION:
Unit 245 is a 2008 Elgin Whirlwind street sweeper used by the Department of Public Works - Operations Division in daily street sweeping operations to pick up debris, maintain cleanliness of the City streets and assist with the leaf pick up program. DPW operates two sweepers; the smaller sweeper is primarily used for parking lots and parking decks. Unit 245 is designed with the capacity for broad roadway use. It is the only sweeper in the fleet of this size, which is necessary to maintain operational efficiency. The replacement equipment will also be used in the same operational capacity.
Using the City’s specifications, Standard Equipment Company has quoted the 2020 Elgin Crosswind 1 street sweeper mounted on an Autocar ACMD cab/chassis in the amount of $286,802.54. The new unit will be delivered in nine months.
The existing Elgin Whirlwind street sweeper will be auctioned by one of the City’s auctioneers.
The Elgin Crosswind 1 street sweeper mounted on an Autocar ACMD cab/chassis is available on the Sourcewell (Formerly National Joint Powers Alliance - NJPA) Cooperative Contract #122017-FSC, an approved cooperative through Standard Equipment Company.

The Elgin Crosswind 1 Street Sweeper Mounted on an Autocar ACMD Cab/Chassis is expensed to the vehicles and equipment account below. A total of $275,000 has been budgeted for the replacement of Unit 245 in 2019. The purchase cost of $286,802.54 does not include a trade-in, as the old unit will be auctioned. The overage will be accommodated through savings associated with the two plow trucks which came in under budget by $16,953.50.
