BACKGROUND:

In March 2019, the Transportation, Engineering and Development (TED) Business Group issued Bid 19-005 seeking a contractor to perform micro-surfacing and thermoplastic pavement marking removal and replacement in various locations throughout the City.  This is an annual program to significantly extend the life of pavement.  The City will micro-surface and restripe 9.5 miles of roadway throughout the City limits, including the auto test track. The streets highlighted in red on the attached map will be micro-surfaced in 2019.

Bids were received from the following vendors:

Vendor Name

Alternative 1 Cost

Alternative 2 Cost

Microsurfacing Contractors LLC

$953,551.20

$967,052.00

A.C. Pavement Striping Co.

$1,027,392.50

$1,085,892.50

Engineer’s Estimate

$1,167,670.00

$1,210,420.00

The City’s test track has areas containing a specialized high friction surface. This high friction surface area cannot be micro-surfaced over due to its unique properties. The area is not large enough to hire a specialized contractor to apply the product, so the high friction product was bid as an alternative.

Alternative #1 included all the standard construction items that historically have been associated with this contract.

Alternative #2 includes all the standard construction items that historically have been associated with this contract plus an additional line item for the application of the high friction surface product.

The engineer’s estimate is based on unit prices obtained from the 2017 and 2018 Microsurfacing Programs.  Both bids were less that the engineer’s estimate.  After evaluating the bids, staff recommends Alternative 2, which includes the application of the high friction surface product.

Work is anticipated to begin on June 17, 2019 and be completed by August 5, 2019.
