BACKGROUND:

The Transportation, Engineering and Development (TED) Business Group issued Bid 19-002 seeking a contractor to improve existing asphalt and concrete streets as part of the annual street resurfacing program. The City’s resurfacing program includes treatments such as milling and overlaying, reconstruction, and/or cement stabilization of existing asphalt streets, replacing portions of deteriorated curb & gutter, and sidewalk replacement along streets. Additionally, the contract includes ADA improvements at select intersections throughout the City consistent with the goals of the ADA Transition Plan.

 

Roads are vital to our community.  They allow goods to be transported around the City and ensure people can get to work, school, the shops as well as visit friends and family. They are essential to the economic prosperity of the City and to our residents and businesses.  Hence, ensuring the road network functions efficiently and safely is therefore a priority for the City of Naperville.  The City is currently preserving over 460 centerline miles of road through the street maintenance improvement program.  

 

To obtain competitive bids and maximize the number of streets being repaired within the budget, staff used a combination of alternative bids to obtain project pricing.  The following description identified each of the four alternatives included in the tiered bid package.

 

                     Alternative 1: includes the resurfacing of streets in Brush Hill, Hunters Woods, Royce Woods, In-Town East, In-Town West; stabilization of streets in Brush Hill, Naper Office Park, and Old Saw Mill; reconstruction of River Road; construction of the remaining portion of School Street; and miscellaneous improvements at various locations throughout the City.

                     Alternative 2: includes all locations identified in Alternative 1 plus additional resurfacing of streets in In-Town West.

                     Alternative 3: includes all locations identified in Alternative 1 plus resurfacing of streets in River Woods and Heritage Knolls.

                     Alternative 4: includes all locations identified in Alternative 2 and 3.

Staff evaluated the bids and recommends Alternative 4.  ADA sidewalk improvements through MP018 are also included in the contract to take advantage of the lower unit costs of sidewalk typically realized in the street maintenance program. 

 

The engineer’s estimate is based on unit prices obtained from the 2017 & 2018 Street Resurfacing Program - MFT & City.  The low bid came in below the engineer’s estimate largely because the unit prices for tack coat, full depth pavement removal, cement stabilization and concrete pay items were below the expected values. 

 

This project is anticipated to start July 8, 2019 and be completed by October 18, 2019.
