BACKGROUND:

The Electric Utility has S&C distribution automation (DA) switchgear installed at various points on the electric system. DA provides automatic feeder reconfiguration after a power line disturbance has occurred by means of isolating the faulted section of the feeder.  DA is critical to the Utility’s operation because it reduces downtime and minimizes the number of affected customers during a power failure.  DA equipment continues to be deployed on all major feeders. 

 

The Electric Utility is currently using S&C 2850 and 5800 series control cabinets for communications between 120 DA switches. However, the 2850 and 5800 control cabinets are no longer being made with limited parts available for replacement.  The S&C Electric equipment is the current standard for the utilities’ distribution automation system; changing this component of the system would require significant capital outlay throughout the system to ensure compatibility.

 

In February 2019, the Electric Utility issued Bid 19-052 to purchase 6800 series distribution automation control cabinets to replace the outdated equipment.  This purchase is the first year of a 5-year capital upgrade for control cabinets associated with CIP project EU49, Distribution Automation.  In 2018, a pilot project was completed to ensure compatibility of the new 6800 series control cabinets with the Utilities’ distribution automation system.
