BACKGROUND:
The City received a request to investigate sight distance at the intersection of Brookdale Road and Westminster Drive. Brookdale Road is a 44-foot wide Collector roadway posted 25 mph with one travel lane in each direction and sections of marked parking boxes at various locations along its length. Westminster Drive is a 32-foot wide Neighborhood Connector posted 25 mph which forms a T intersection at Brookdale Road, with Westminster Drive under stop control and Brookdale Road uncontrolled.
The sight distance concern is that vehicles parked on Brookdale Road prevent southbound drivers on Westminster Drive from seeing approaching traffic on the east leg of the intersection.
DISCUSSION:
City staff investigated the concern and performed a sight distance study. Field observations noted that these parking boxes are generally occupied, particularly during school hours since the parking boxes provide convenient access to Thayer J. Hill Middle School (see photo in attachment).
Stopping sight distance is the distance required for a moving vehicle to come to a complete stop, including perception-reaction time and time for the vehicle to decelerate. On Brookdale Road, the 25 mph speed limit equates to a stopping sight distance of 155 feet, as determined by the standards of the American Association of State Highway and Transportation Officials (AASHTO).
The attached exhibit shows that for a stopping sight distance of 155 feet, a portion of the parking box area obstructs the line of sight between a westbound vehicle on Brookdale Road and a southbound vehicle turning from Westminster Drive. In order to provide a clear...
