BACKGROUND:
The Department of Public Works-Public Buildings Division is responsible for ensuring that the City's elevators are properly maintained. The City currently owns and maintains eleven elevators within seven City facilities. With the exception of the Water Street parking deck elevators, the average age of the elevators is 20 years.
In 2018, a full inspection of all City elevators was performed and a five-year plan was developed for upgrades and repairs to modernize and bring elevators up to code.
DISCUSSION:
This project is the first over a five-year period to perform work at City maintained elevators as part of CIP project MB216, Elevator Modernization and Repair. Based on the full inspection and service history reports, it was determined that the Van Buren Parking Deck and the Fire Administration Facility were in greatest need of improvements.
The Van Buren Parking deck requires the replacement of the door protection and closed loop door operator on the three elevators located within the facility. The elevator improvements will enhance safety features, improve the performance of the elevators during weather related temperature changes, and bring the elevators in compliance with current building codes.
The elevator at the Fire Administration Facility is 27 years old and has a history of mechanical issues that force the unit out of service. The proposed hydraulic control modernization will improve the reliability of this elevator and bring it into compliance with current building codes.
The service and repair work is available on the National IPA Cooperative Contract #76, an approved contract with Otis Elevator Company.
