BACKGROUND:
The Department of Public Works uses an outside vendor to provide scheduled street sweeping service to keep the City's streets clean and presentable. In addition, street sweeping assists in eliminating potential pollutants from entering the storm sewer system. This contributes to the City's compliance with the Environmental Protection Agency's (EPA) National Pollution Discharge Elimination System Program (NPDES). The work consists of the satisfactory removal of all sand, stone, debris, refuse, dirt, and other materials which may be accumulated on the entire width of roadway areas.

City Council awarded Contract 16-011 to Waste Management of Illinois on June 2, 2015 for a three-year term with two, one-year options to extend the contract. The first option year was approved by the City Council on March 6, 2018. The total award includes approximately 53 centerline miles, totaling approximately 120 curb line miles of arterial streets. Under this contract, all arterial streets are cleaned twice a year. In addition to these sweepings, there are special request sweepings for parades, festivals, special events, emergencies, accidents, and severe weather events at pre-determined hourly rates.

All streets not defined as part of the arterial street network are considered residential streets for this contract. These include cul-de-sacs, dead ends, and alleyways. These streets total approximately 470 centerline miles, or 1,175 curb line miles. All residential streets are also cleaned twice per year.
