BACKGROUND:
The Water Utilities issued Bid 19-040 seeking a qualified vendor to supply liquid cationic emulsion polymer for use at the City's Springbrook Water Reclamation Center (SWRC). The liquid cationic emulsion polymer is used to dewater the residual solids from the wastewater treatment process.

1 The bid equalization factor is the dollar value of reduced disposal costs associated with the polymer vendor's product.
2 The net cost is equal to the bid amount minus the bid equalization factor.

In the procurement of liquid cationic emulsion polymer, the Water Utilities takes into account how much polymer is needed to dewater the residual solids, which includes disposal costs of the residual solids.

The bidding criteria is based on the price per pound of polymer needed to process 5,200 dry tons of residual solids. The net cost of the vendor's proposal includes the vendor's bid price less the Bid Equalization Factor which evaluates the effectiveness of the polymer in dewatering the solids, volume of residual solids produced, and the cost of disposal.

Staff recommends approving an award to Polydyne Inc. for an amount not to exceed $276,083.44 for a two-year contract term from January 1, 2019 through December 31, 2020 with one, one-year option to extend the contract.
