BACKGROUND:
The Electric Utility has approximately 18.92 miles of overhead transmission lines consisting of 93 wood poles and 116 steel towers. The steel towers require rust removal treatment and painting due to rust placement from long-term exposure to road salts. This work is both aesthetic and vital for tower reliability and strength.
The Electric Utility has a multi-year plan to maintain the transmission towers. The project will continue for the next five years and be funded from the operating budget. In July 2018, 24 138kV steel transmission towers were rust treated and painted along 75th Street as part of Contract 18-068.
In October 2018, the Electric Utility issued a bid for the surface preparation and painting of an additional 42 138kV steel transmission towers located primarily along:
• Westside Substation located at the Route 59 train station
• Route 59 heading northbound to North Aurora Road
Per the bid specifications, no disruptions of service to the transmission line will be allowed during surface preparation and painting of towers and any adjacent conductors will be energized throughout the project. Nearly all of the identified transmission towers are over 100 feet in height and will be painted from ground level to top. Therefore, it is vital that the contractor is experienced and qualified to work on structures of this magnitude and type.

The lowest responsive, responsible bidder was Morris Painting. However, the cost to paint the 42 transmission towers was greater than the Utility’s budget for the work. The work has been reduced to include 20 transmission towers in the amount of $407,000.
Morris Painting Inc. performed the transmission tower painting associated with Contract 18-068 earlier this year when the first set of transmission poles were surface prepared and painted along 75th Street and did a superior job. This work will be completed between May and September 2019.

The expense for transmission tower painting for 2019 is budgeted in the equipment maintenance account listed below. The total budget for this account is $644,319. The requested award is within budget.
