BACKGROUND:

In April 2016, City Council approved the award of Contract 16-178, Sanitary Sewer Service Lateral Rehabilitation and Vac-A-Tee Installations for 33-month term ending on December 31, 2018 with a one-year option to extend. The expiring contract included the rehabilitation of 232 sanitary sewer service laterals located in the Maplebrook, Pembroke Greens and Laird’s Woods subdivisions. Also included in this contract was the installation of 129 service lateral cleanouts in the Cress Creek subdivision.

 

Lining and/or grouting service laterals is effective in reducing groundwater and rainfall related infiltration and inflow into the sanitary sewer system. Excessive infiltration and inflow into the sanitary sewer reduces system conveyance capacity causing sewer overflows and basement backups.

 

DISCUSSION:

Performance Pipelining, Inc. provided good service during the original contract term and agreed to renew for an additional year at no cost increase. Water Utilities plans to rehabilitate approximately 240 additional sewer laterals located in the Lairds Woods subdivision and North Central College area as well as approximately 150 service lateral cleanouts and lateral line locates in the Cress Creek subdivision during the one-year extension term.

 

The term of the first and only option year is January 1, 2019 through December 31, 2019.

 

FISCAL IMPACT:

CIP #: WWU06 - Sanitary Sewer Service Lateral Lining

 

Sewer lining is expensed to the infrastructure account listed below as part of the capital improvement program. A total of $3,871,000 is budgeted for WWU06 in 2019. The requested award is within budget.
