BACKGROUND:

Naper Settlement (NS) requested and was awarded Community Development Block Grant (CDBG) support for planned ADA accessibility improvements at the museum’s sole southern entrance/exit, located at the entry gate directly south of the Meeting House main entry doors within the museum fence line.  Installation of easy-to use ADA accessible gates and surfaces will provide improved access and safety for all visitors.

 

This entry has seen significant stress due to a 300% increase in visitation over the last five years. The museum’s Porter Avenue parking lot contains ADA parking spaces.  The museum’s special needs visitors find it difficult to traverse the full length of Webster Street both to enter and exit at other northern access points within the museum campus.

DISCUSSION:

Naper Settlement issued Bid 18-212 to hire a contractor to implement the planned south entry ADA accessibility improvements. Four vendors attended the mandatory pre-bid meeting.  Only one bid was received and it was significantly higher than the department budgeted. Staff reviewed the scope of work for possible adjustments in order to stay within the budget. However, it was determined that the scope of work must remain as specified in order to achieve the intended approved project goals.

 

With limited time to rebid the project, the Naperville Job Order Contract (JOC) Cooperative Contract 11-082 was identified to complete the work. Staff coordinated with the City’s Planning Services Team and the CDBG Grant Coordinator to ensure that the JOC process would meet the requirements of the grant program.  JOC is immediately available to complete this work in 2018.

South Entry Gate ADA Accessibility Improvements is expensed to the building improvements account below.  Additionally, this project is funded and supported through a combination of the CDBG grant award, NHS, and NS funds. Naper Settlement was awarded $39,260 from the City of Naperville Community Development Block Grant (CDBG) 2018 program to fund the base CDBG project. The CDBG grant will reimburse these funds back to NHS/NS at the end of the project. The balance of this requested award, $77,407 will be accommodated by savings in other accounts.
