BACKGROUND:

The City has received a request to establish an all-way stop at the intersection of Perth Drive and Formby Road/Ryder Court. An all-way stop analysis was performed in September 2016 and found not to meet warrants for installation of an all-way stop control. Peak hour traffic on the major and minor roads were counted at 41 and 48 vehicles in the AM peak and 45 and 29 vehicles in the PM peak, respectively. This is significantly lower than the 300 and 200 vehicular volume requirements for further study. No other site conditions warrant an all-way stop.

 

Instead, City staff recommends installation of two one-way stop controls on the local roads at this intersection. Formby Road is located on the western leg and Ryder Court is located on the eastern leg of the common intersection with Perth Drive. Presently, this is an uncontrolled intersection. The default right-of-way rule states the first vehicle to arrive at the intersection is granted the right-of-way, or when two vehicles approach an intersection from different streets at approximately the same time, the driver of the vehicle on the left is to yield the right-of-way to the vehicle on the right.

 

DISCUSSION:

Illinois Vehicle Code Section 5/11-302 allows for the installation of stop controls for local streets at intersections with roadways of a higher classification.  As identified in the City of Naperville Master Thoroughfare Plan, Perth Drive is a neighborhood connector. The intersecting streets are both local roads. All roads are designated as 25 mph.

 

The intersection of Perth Drive and Formby Road/Ryder Court operates efficiently and safely as an uncontrolled intersection.  However, the installation of two-way one stops will provide clarity for roadway users and consistency with other intersections in the surrounding area.
