BACKGROUND:

The City of Naperville approved its first Right-Of-Way (ROW) Transition Plan in 1993.  A major update was completed in 2012 to incorporate changes approved to the American’s with Disabilities (ADA) Act in 2010 pertaining to Standards for Accessible Design.  The document was updated again in 2013 to reflect changes in contacts based on staff changes.  The document applies to City streets and sidewalks.  The plan is available on-line at: <http://www.naperville.il.us/government/board-and-commissions/advisory-commission-on-disabilities/>

 

The ADA Transition Plan for Public Rights of Way includes a set of progress goals in Appendix D.  Staff uses these goals to establish priorities for ADA work within the various City construction projects and programs.  The plan calls for re-evaluation of the progress goals on a five (5) year interval.

 

DISCUSSION:

The goals identified in the 2012 plan prioritized ADA improvements at City-maintained signalized intersections.  Since that time, improvements have been completed at nearly all non-compliant traffic signal locations.

 

At the August 1, 2018 Advisory Committee on Disabilities meeting, staff presented the attached 2018 goal update document.  The updated progress goals incorporate the prioritization of ADA improvements at all-way stop controlled intersections.  The document also includes minor revisions to reflect current contact information and outdated resources.  The Commission unanimously voted (6-0) in support of prioritizing ADA improvements at all-way stop controlled intersections.
