DISCUSSION:
The purpose of the conversation between the vendor, Prairie State Legal Services (PSLS), and the Housing Advisory Commission is to provide PSLS with feedback from the Commission on topics and/or issues the Commission might find beneficial to include in the fair housing training. PSLS kicked of discussion of potential topics with staff on August 24, 2018. The following is a summary of the general topics discussed:
§ Legal source of income - cases and analysis
§ Different agencies with authority to accept fair housing complaints
§ The Complaint Review Process - What is a model process/best practices?
o What is an appropriate basis for making a determination in a fair housing case?
o Confidentiality
o For disability cases, what is a reasonable level of accommodation of a disability?
§ Best practices on evaluating evidence when reviewing complaints
o How to evaluate communication between landlord and tenant
§ Hot Topics in the private market and Federal fair housing policy such as: language access, occupancy standards, how is a violation defined
§ Relevant recent court cases and their potential impact on City of Naperville
The feedback received from staff and the Commission will assist PSLS in tailoring the training to the needs and interests of the City’s staff, officials and commissions.
