BACKGROUND:
In 2011, left turn lanes were constructed on Mill Street at Commons Road in conjunction with the Naperville Park District's Nike Park Expansion project. With the recent development of the properties on the northwest and southwest corners of Mill Street and Commons Road, traffic signal warrants have been met for this intersection.
The annexation agreements for Nike Park, HarborChase, and Avenida are attached. Per these agreements, Naperville will be reimbursed 25% of the traffic signal installation cost by Harbor Retirement Associates, 23% by the Naperville Park District and $184,600 by Avenida Senior Living.
Construction of this new traffic signal is included in the 2018 Capital Improvement Program as CIP# TC166 - Mill Street and Common Road.
DISCUSSION:
In May 2018, the Transportation, Engineering and Development Business Group (TED) issued Bid 18-116 seeking vendors to install a traffic signal located at the intersection of Mill Street and Commons Road.

This contract will be expensed to the infrastructure accounts listed below. A total of $350,000 has been budgeted for TC166 in 2018. The requested award of $344,979.53 is within the budgeted amount for this expense.

After accounting for reimbursements from the Park District and adjacent developments, there will be no cost to the City for the project.
The City’s annual operations and maintenance costs for the traffic signal will be approximately $1,500.
*Per Council directive, contingency on construction projects is set at 3% on projects over $500,000 and 5% on projects under $500,000.
