BACKGROUND:
In May 2018, the Water Utilities issued RFQ 18-064, Engineering Services for Water and Wastewater Projects, to obtain a shortlist of qualified engineering firms to complete water and wastewater Capital Improvement Program (CIP) projects which may include, but are not limited to, the following project types:

* Upgrade and rehabilitation of existing water works facilities, emergency standby wells, structures and processes, including controls and electrical equipment.
* Wastewater treatment plant upgrades, rehabilitations and expansions.
* Analysis of existing system and future improvements of the water supply, wastewater collection and wastewater treatment systems utilizing computer modeling software, including but not limited to, BioWin, InfoSWWM and WaterGems.
* General infrastructure improvements for the Naperville Water Utilities, including water main upgrades, sanitary sewer enhancements and forcemain rehabilitation projects.

Aging infrastructure, as well as changing regulations, are driving the need to rehabilitate existing facilities, as well as implement systems to comply with new regulations. In several areas of the City, both the water and wastewater assets have been in operation for 80 or more years and require major improvements. In anticipation of these improvements, the Water Utilities is prioritizing repairs and budgeting for future projects.
