BACKGROUND:

To maintain adequate water pressure throughout the City, the water distribution system is partitioned into five separate pressure zones, including four small enhanced pressure zones and the ‘common’ zone which operates at lower pressures.

 

In May 2018, the Water Utilities released Bid 18-102, 2018 Goodyear Flow Control Valve Installation, for the installation of a new valve with an electric actuator near the Goodyear Auto Center at 1580 North Aurora Road. The proposed project connects an enhanced pressure zone with the Common Pressure Zone enhancing operator flexibility of the City’s public water supply, ensuring water quality and improving redundancy and resiliency,

The engineer’s estimate was based on information obtained from projects completed in previous years. Based on an evaluation of both bids, it appears the low bid of $147,428 represents a fair market cost to perform the work and rebidding work is unlikely to result in lower prices.

 

Joseph J. Henderson & Sons, Inc. performed work for the City in the past and the work was satisfactory.

 

FISCAL IMPACT:

CIP #: WU04 - Water Distribution System Rehab and Replacement

 

Installation of flow controls valves are part of the annual water distribution system rehabilitation and replacements project and expensed to the infrastructure account listed below. A total of $1,200,000 is budgeted for this project in 2018. The requested award is within budget.
