BACKGROUND:

As part of the first comprehensive Special Events and Cultural Amenities Grant (SECA) Fund review, the City Council approved changing the name of the Advisory Cultural Commission to the SECA Commission (“Commission”). Staff has reviewed the entire section of the Code applicable to the Commission and are recommending several updates to the existing language.

 

DISCUSSION:

It is common to routinely review the Municipal Code for outdated and/or language that is no longer applicable to City operations. As such, the Liquor Code and several building code provisions have been rewritten in the past few years.

 

Similarly, during the 2016 and 2018 SECA Grant Fund policy reviews, related Code sections were also evaluated. Staff found the sections had not been revised since the inception of the Commission in 2008, and is recommending the following updates: 

 

                     Remove references to “Advisory Cultural Commission” and replace with “SECA Commission;”

                     Remove references to a SECA Master Plan;

                     Update with the new SECA Mission Statement approved in 2016;

                     Remove “area of expertise” mandate and “Naperville heritage” requirement;

                     Remove residency requirement exemption;

                     Remove four-week introductory period;

                     Remove appointment terms and refer to board/commission terms in Section 2-1-6 of Title 2 Chapter 19;

                     Add that all disclosure forms shall be kept by the SECA Commission staff liaison;

                     Update Powers and Duties; and

                     Refer to the General Provisions listed in Title 2 Chapter 1.
