BACKGROUND:
The United States Department of Housing and Urban Development (HUD) requires that the City develop a Comprehensive Annual Performance and Evaluation Report (CAPER) at the end of each program year to assess the use of Community Development Block Grant (CDBG) funds. Furthermore, HUD requires that a public hearing be held to receive public comments on the report. The 2017 CAPER has been available for public view since June 5, 2018 and the public comment period will close on June 19, 2018.

DISCUSSION:
The Program Year (PY) 2017 CAPER provides a summary of actions taken and funds spent April 1, 2017 through March 31, 2018. In PY 2017, the City of Naperville made the following expenditures:
* $353,709.91 in PY2016 CDBG funding was spent on nine PY2016 projects related to rental housing rehabilitation, rental housing acquisition, special needs housing rehabilitation, transitional housing rehabilitation, homelessness prevention and CDBG administration.
* A total of $49,479.22 was spent on projects to prevent or reduce homelessness
o $35,429.00 in PY2017 CDBG Funds to complete the PY 2017 emergency financial assistance project to prevent homelessness, and
o $14,050.22 to provide assistance to homeless people in shelters.

Of the remaining 13 PY2017 projects, five have completed and eight are on schedule to be completed by September 30, 2018.
