BACKGROUND:
City Council adopted the Community Development Block Grant (CDBG) Program Year 2018 Annual Action Plan (AAP) on March 6, 2018, following a required 30-day public comment period and public hearing. On May 1, 2018, the United States Department of Housing and Urban Development (HUD) released Naperville’s actual CDBG allocation for Program Year 2018, which exceeded the combined prior year funds and estimated allocation used by the City to develop the 2018 AAP.
To make use of the additional funds, the City proposed a Substantial Amendment to the Program Year 2018 AAP to include three new projects. Prior to adopting a Substantial Amendment, HUD requires a 30-day public comment period and requires that at least one public hearing be held.
DISCUSSION:
A 30-day public comment period must be provided in advance of the formal adoption of a Substantial Amendment to the Annual Action Plan. Substantial Amendment I to the Program Year 2018 AAP was made available to the public for review and comment beginning on May 21, 2018. Comments will be accepted through June 19, 2018 with a public hearing and formal approval by the City Council scheduled for June 19, 2018.
FISCAL IMPACT:
Allocation of $598,432 in CDBG funds.
