BACKGROUND:

At the February 26, 2018 SECA Workshop the City Council concurred with the recommendation to create an objective scoring criteria for SECA applications and directed the Commission to develop and implement a process. 

 

DISCUSSION:

An objective point system will give SECA applicants a clear understanding of what is required for a quality submission and the areas to focus on to increase potential award amount. The Commissioners will use the current evaluation system in parallel with the new point system for the CY19 application cycle and update the City Council on the progress of the new initiative during a fall 2018 workshop. 

 

Specifically, a Commission taskforce was created and assigned to research and implement a scoring system to evaluate the CY19 applications. The taskforce researched several Arts Councils in the Midwest and developed two draft Evaluation Forms for review. The first evaluation form will be used to evaluate parades and festivals and the second will be used for cultural amenities/programs and performances.
