BACKGROUND:

The Department of Public Works (DPW) developed CIP SL137 to replace all existing street lights with light-emitting diode (LED) fixtures.  Over the past few years, all City arterial and residential cobra-head fixtures have been upgraded to LED fixtures.  The final phase of this project involves the upgrade of 2,843 specialty streetlights, including Salem-post tops, shepherd crook, parking lot and roadway lighting, with LED fixtures. 

 

The City conducted RFP 16-269, Consulting Services for Street Lighting LED Conversion, to assist DPW with the selection of suitable LED fixtures for the specialty streetlights.  Establishing appropriate fixtures for the specialty streetlights is more complicated than prior conversions due to the variety of fixture types and styles.  The engineering work to identify suitable LED replacements was completed in 2017.  This included the evaluation of several LED options along with surveying residents regarding decorative street light fixture preferences. 

 

DISCUSSION:

This project will replace the existing high intensity discharge (HID) fixtures with LED fixtures on 984 of the 2,843 decorative street lights, including Salem-post tops and other specialty street lighting.  In addition, the Illinois Department of Transportation (IDOT) has given approval to the City to replace the fixtures on arterial street lights along Ogden Avenue and Route 59.

 

After identifying the appropriate fixtures for each specialty streetlight, DPW researched existing cooperative contracts from which to purchase the fixtures.  The cooperative pricing is discounted from regular pricing through a competitive bidding process.  The LED lighting fixtures are available through two approved cooperatives:

                     US Communities Government Purchasing Alliance Contract #EV2370 with Graybar; and

                     National Purchasing Partners Gov (NPPGov) Contract #VH11199 with Wesco Distribution Inc. 

 

Graybar will supply 566 Evolve LED Post Top Salem fixtures, 5 underpass fixtures, and approximately 300 LED Cobra fixtures for the IDOT roadways.   In addition, Wesco Distribution Inc. will supply 103 LED fixtures for various locations throughout the City along with 10 LED Cobra fixtures for roadways adjacent to IDOT streets.  The replacement fixtures will last significantly longer than the existing fixture and come with a 10-year warranty. 

 

The fixtures have a four-week lead time.  DPW will coordinate the installation of these fixtures with the Electric Utility.

The cost associated with this contract will be expensed to the infrastructure account listed below as part of the Citywide LED Street Lighting Conversion project (SL137). The 2018 budget for this project is $500,000. The requested award of $433,112 is within the budgeted amount for 2018.
