The Electric Utility has approximately 18.92 miles of overhead transmission lines consisting of 93 wood poles and 116 steel towers.  Due to rust placement from long-term exposure to road salts, the steel towers require rust removal treatment and painting. This is both aesthetic and vital for tower reliability and strength.

 

In March 2018, the Electric Utility issued a bid for the surface preparation and painting of 42 138kV steel transmission towers located primarily along 75th Street from the Modaff Substation through the Meadows Substation to the ComEd metering point at Greene Road.  No disruptions of service to the transmission line will be allowed during surface preparation and painting of towers and any adjacent conductors will be energized throughout the project. Nearly all transmission towers are over 100 ft. in height and will be painted from ground level to top. Therefore, it is vital that the contractor is experienced and qualified to work on structures of this magnitude and type.

*The lowest bidder, BP & T Company was determined to be non-responsive because they could not demonstrate experience with 138kV tower painting or expertise to perform this work as solicited in the bid specifications. Morris Painting Inc., the lowest responsive and responsible bidder, is recommended for award.

 

The cost associated with the bid submitted by Morris Painting Inc. is over the amount budgeted for 2018.  However, they have agreed to a maximum award of $325,000 to complete surface preparation and painting of 21 poles in greatest need of attention along 75th Street.  The Electric Utility will continue to budget funds annually for the next five years to complete painting of steel transmission towers.

 

There was one No Bid form returned stating that the company could not bid because they were completely booked for the season.  Staff also contacted other planholders that did not attend the mandatory pre-bid meeting to determine why they chose not to participate in the bid process. One vendor indicated that they did not receive the notification from Demandstar.  The remaining planholders did not respond to staff’s inquiries.

Transmission tower painting is budgeted in the infrastructure expense account listed below.  The budget total for this account is $375,000.  The award of $325,000 plus a 5% contingency is within budget.
