BACKGROUND:
The Water Utilities uses outside resources to provide maintenance and troubleshooting services for the supervisory control and data acquisition (SCADA) system, which remotely monitors and operates the City’s water supply and wastewater facilities. Work under this contract includes the scheduled maintenance, troubleshooting and repair of remote terminal units and programmable logic controller (PLC) equipment at the Springbrook Water Reclamation Center, and equipment located throughout the City’s water supply, water distribution and sanitary sewer collection systems.
Contract 14-145 was awarded to Advanced Automation and Controls by the City Manager for a one-year period on April 2, 2014, with the option to extend the contract in two, two-year increments. The first two-year extension was awarded by City Council in June 2015. The final second two-year extension was awarded by City Council in April 2017 and expires April 30, 2019.
DISCUSSION:
Staff requests funding for additional programming to address several issues identified in the Water Utilities’ organizational review, not included in the original bid. Items identified in the organizational review included enhancements to the SCADA system adding capabilities to the water supply sites and wastewater pump stations to improve efficiency and provide greater oversight and operational control.
Additionally, the Utility’s organizational review recommended moving work/tasks to work groups with highest skill set akin to the work/tasks. As such, in November of 2017, the Department of Public Works (DPW) transferred the maintenance responsibilities of the City’s storm water pump stations to the Water Utilities. Adding the storm water pump stations to the SCADA system allows staff to remotely monitor equipment status and alerted if problems arise.
The additional automation and monitoring of the Water Utility’s water supply sites, wastewater pump stations and storm water pump stations is beyond the original scope of the contract.
Staff requests the change order to add $70,000 to Contract 14-145 to cover the additional cost of SCADA maintenance, repairs and programming through the remainder of this contract period expiring April 30, 2019.
FISCAL IMPACT:
CIP: N/A
SCADA maintenance and repairs are expensed to the software and hardware maintenance accounts. A total of $57,000 is budgeted for SCADA services in 2018. The remainder of this change order will be budgeted appropriately in 2019.
