BACKGROUND:
The Electric Utility has purchased Distribution Automation (DA) switchgear, which is installed at various points on the electric system. DA provides automatic feeder reconfiguration after a power line disturbance has occurred by means of isolating the faulted section of the feeder. DA is critical to the Utility's operation because it reduces downtime and minimizes the number of affected customers during a power failure.
The Electric Utility is currently using S&C Electric 2850 and 5800 series control cabinets for DA communications throughout the City. However, the 2850 and 5800 control cabinets are no longer being made with limited parts available for replacement. The S&C Electric equipment is the current standard for the utilities distribution automation system changing this component of the system would require significant capital outlay throughout the system to ensure compatibility.
DISCUSSION:
This purchase is part of CIP project EU49, DA Equipment, a five-year plan to upgrade all existing but obsolete 2850 and 5800 series controllers in the field to the 6800 series. With this procurement, the Electric Utility will purchase three (3) 6802 series automated switch controllers and six (6) 6802 upgrade kits to upgrade four (4) DA Teams. S&C Electric products are in use throughout the City for the specific purpose of automating switch closures using their DA switch during the event of a power outage or fault. Universal Utility Supply Company is the sole source distributor for S&C Electric Products. The new equipment will be installed by Electric Utility staff.
