BACKGROUND:

The Transportation, Engineering and Development Business Group issued Bid 18-002 seeking vendors to improve existing asphalt and concrete streets as part of the annual street resurfacing program. The City resurfacing program includes treatments such as milling and overlaying and/or cement stabilization of existing asphalt streets, replacing portions of deteriorated curb & gutter, sidewalk replacement along streets included in the contract, and pavement markings on concrete roads that will not be resurfaced. Additionally, the contract includes ADA improvements at selected intersections throughout the City.

The engineer’s estimate is based on unit prices obtained from the 2017 Street Resurfacing Program - MFT and 2017 Street Resurfacing Program - City, which were bid during February and March 2017. The low bid is below engineer’s estimate due to unit prices for Tack Coat, Cement Stabilization and Concrete pay items being below expected value.

 

To obtain competitive bids and evaluate the opportunity to compare construction methods, staff used a combination of alternative bids to obtain project pricing.  The following description identifies each of the four alternatives included in the bid.  The purpose of alternative bids is to assist staff in identifying the most cost-effective combination of methods and provide a tier of bid packages, which allows the City to maximize the number of street repairs.

 

Alternative 1 includes the resurfacing of streets in Stillwater, East Highlands, and West Highlands, stabilization of streets in Old Farm and Pembroke Greens, concrete work in the subdivision of Farmington, and miscellaneous improvements at various locations throughout the City.

 

Alternative 2 includes the resurfacing of streets in Stillwater, East Highlands, and West Highlands, stabilization of streets in Old Farm and Pembroke Greens, and miscellaneous improvements at various locations throughout the City.

 

Alternative 3 includes the resurfacing of streets in Stillwater, East Highlands (Edgewater Drive only), and West Highlands, stabilization of streets in Old Farm and Pembroke Greens, and miscellaneous improvements at various locations throughout the City.

 

Alternative 4 includes the resurfacing of streets in Stillwater and West Highlands, stabilization of streets in Old Farm and Pembroke Greens, and miscellaneous improvements at various locations throughout the City.

 

Staff evaluated the bids and recommends Alternative 1.  ADA improvements are also included in the bid and shown in the non-MIP Program table below.  Non-MIP items are included in the bid as coordination with the MIP program to allow greater coordination between projects and greater value on non-MIP projects.  The total bid for non-MIP program (ADA improvements) is $100,000.
