BOARD/COMMISSION REVIEW:
On March 1, 2018, the Transportation Advisory Board recommended approval of the proposed two-way stop at Corktree Road and Sassafras Lane and the four-way stop at Winterberry Avenue and Honey Locust Drive. (Approved 9-0); staff concurs.

BACKGROUND:
City of Naperville stop controls are installed in accordance with the guidelines and standards established in the Federal Highway Administration's Manual on Uniform Traffic Control Devices and the Illinois Vehicle Code. The Illinois Vehicle Code allows local authorities to give preference to through streets by establishing stop controls on intersecting streets.

In 2014 stop controls were established for the Ashwood Park subdivision in accordance with street classifications based upon the City of Naperville's Master Thoroughfare Plan. At that time, it was noted that once the sidewalk system became more continuous the City would coordinate with Indian Prairie School District 204 to develop a safe walk to school route, which may result in the necessity for additional stop controls in the area.

DISCUSSION:
As this area has become further built out the City has planned a safe walk to school route for Peterson Elementary School in coordination with the school district. The Manual on Uniform Traffic Control Devices, Section 7A.03 School Crossing Control Criteria, states that in instances where there are not adequate gaps in traffic for students to cross the street, "the creation of sufficient gaps needs to be considered to accommodate the crossing demand.".
