BACKGROUND:

For Program Year 2018 (April 1, 2018 - March 31, 2019), the City of Naperville estimates that it will receive approximately $425,000 in Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD). When the exact allocation amount is made available by Congress, the City will adjust the awards accordingly. Also, this year the City anticipates an additional $52,000 in project rollover funds for an estimated total of $477,000.

 

DISCUSSION:

To distribute the CDBG funding, the City held a Call for Projects and received 11 capital improvement project applications, requesting a total of $490,867. Based on an initial evaluation of the project applications and discussion at the December 5, 2017 City Council Workshop, the following projects are recommended for funding:

 

Affordable Rental Housing

                     $128,721 to Illinois Independent Living Center and Naperville Elderly Homes for improvements to affordable rental apartments for senior citizens and persons with disabilities.

Homeless Housing and Supportive Services

                     $60,500 to ChildServ and Serenity House to rehabilitate buildings providing transitional housing to abused/neglected teens and women recovering from substance abuse.

Public Services

                     $47,000 to Loaves & Fishes Cares Program for emergency rent and utility assistance.

Public Facilities

                     $68,481 to the Naperville Heritage Society and Naperville Park District to remove architectural barriers and improve ADA compliance at the Naper Settlement Museum and Naperville Riverwalk.

Special Needs Housing and Supportive Services

                     $118,165 to Little Friends, Turning Pointe Autism Foundation, and United Cerebral Palsy - Seguin to rehabilitate and improve safety conditions at housing facilities for people with special needs.

Program Administration

                     $53,750 for program administration.

 

Based on guidance from HUD, staff is also recommending the following actions in the event that the final CDBG allocation is either higher or lower than the $425,000 estimated. Per HUD, the City may add, subtract, or transfer amounts among identified projects, as noted below, without publishing a substantial amendment.

 

1) Contingency Action #1: Final grant allocation exceeds $425,000: If the final grant allocation exceeds $425,000, the City will undertake the following change in proposed activities:

                     Add additional funding for CDBG-eligible public service activities: 1) Loaves & Fishes CARES Emergency Financial Assistance Program up to $60,000, and 2) DuPage PADS Olympus Place Supportive Housing Program up to $26,000, with total public service costs to remain within the 15% CDBG cap on public service activities;

 

2) Contingency Action #2: Final grant allocation is less than $425,000: If the final grant allocation is less than $425,000, the City will undertake the following change in proposed activities:

                     The proposed funding amounts for all activities will be proportionally decreased to match the actual allocation amount.

 

These recommended funding allocations are included in the attached Program Year 2018 Annual Action Plan (AAP). The AAP outlines how CDBG funds will be spent in Program Year 2018 and how these projects meet the objectives of the CDBG program and the Consolidated Plan. The Program Year 2018 AAP represents the fourth year of the DuPage County 2015-2019 Consolidated Plan.

 

The AAP was made available for public comment from Thursday, January 11, 2018 to Friday, February 9, 2018. In addition, a public hearing on the AAP was held at the regularly scheduled City Council meeting on Tuesday, February 6, 2018. Copies of the AAP were available at the City Clerk’s Office, public library branches, and on the City’s website. No comments were received either during the public comment period or at the public hearing.

 

FISCAL IMPACT:

Allocation of $476,617 in CDBG funds.
