BACKGROUND:

City of Naperville stop controls are installed in accordance with the guidelines and standards established in the Federal Highway Administration’s Manual on Uniform Traffic Control Devices and the Illinois Vehicle Code.  The Illinois Vehicle Code allows local authorities to give preference to through streets by establishing stop controls on intersecting streets. 

 

In 2014 stop controls were established for the Ashwood Park subdivision in accordance with street classifications based upon the City of Naperville’s Master Thoroughfare Plan.  At that time, it was noted that once the sidewalk system became more continuous the City would coordinate with Indian Prairie School District 204 to develop a safe walk to school route, which may result in the necessity for additional stop controls in the area.

 

DISCUSSION:

As this area has become further built out the City has planned a safe walk to school route for Peterson Elementary School in coordination with the school district.  The Manual on Uniform Traffic Control Devices, Section 7A.03 School Crossing Control Criteria, states that in instances where there are not adequate gaps in traffic for students to cross the street, “the creation of sufficient gaps needs to be considered to accommodate the crossing demand.”.  In order to provide students with controlled crossings along the school walk route, the City recommends installing additional stop controls to supplement those that were implemented in 2014 at two locations:

                     Corktree Road and Sassafras Lane: This is an intersection of two local streets and is currently uncontrolled.  A two-way stop with Corktree Road stopping for Sassafras Lane is proposed to assist students traveling north and south.

                     Winterberry Avenue and Honey Locust Drive:  Winterberry Avenue is a local street that stops for Honey Locust Drive, which is a neighborhood connector street.  A four-way stop is proposed to fully control this primary school crossing to allow students to travel in all directions.

 

Indian Prairie School District 204 supports the installation of additional stop controls at these intersections to accommodate students along the safe walk to school route.
