BOARD/COMMISSION REVIEW:
The SECA Commission held workshops to review the allocations on September 16, 2017, October 4, 2017 and October 21, 2017. The City Council reviewed the allocations in a workshop on November 21, 2017.

BACKGROUND:
The City of Naperville received 62 applications for the CY2018 grant program with requests totaling nearly $1,830,000. On June 20, 2017, the City Council approved 13 City Obligations totaling $1,018,539. After these allocations were made, $910,461 remained for Calendar Year 2018 discretionary SECA grant program funding. A FY17 underspend of $29,000 is included in this CY2018 total.

The SECA Commission met on three different occasions to review the applications in detail. The Commission's unified recommendation was presented to the City Council on November 21, 2017.

DISCUSSION:
At the workshop, the Council discussed the application review process, the appropriateness of fully funding the Legacy Event category (Ribfest and Last Fling), the impact to the other SECA grant applications, and the overall philosophy of the grant program.

Council reached consensus and changed the recommendation to reflect fully funding the celebrations in the Legacy Event category and pro rata allocations for the remaining special events. Staff was then directed to prepare an agenda item for approval at a regularly scheduled Council meeting.

At its year-end meeting, the SECA Commission discussed the direction given at the November workshop. The Commission directed staff to request City Council return the allocations for review, including the instruction to fully fund City services for Ribf...
