BACKGROUND / DISCUSSION:
The Sister Cities Commission, as set forth in Chapter 11 of Title 2 of the Naperville Municipal Code, is comprised of fifteen (15) members, all residents of the City. To conduct meetings in accordance with the Open Meetings Act, 5 ILCS 120/1 et seq, and in accordance with Naperville Municipal Code section 2-1-9 and 2-1-10, the Sister Cities Commission must establish a quorum, or have eight (8) members present. Since June of 2017, the Sister Cities Commission has had seven (7) members and has been unable to conduct meetings.
At the November 21, 2017 City Council Meeting under New Business, Councilwoman Patty Gustin, with the consensus of City Council, directed Staff to prepare a text amendment changing the membership of the Sister Cities Commission from fifteen (15) members to nine (9) members. Reducing the membership to nine (9) members is consistent with the existing membership requirements of the numerous City Board and Commissions, including the Planning and Zoning Commission, Building Review Board, Housing Advisory Commission, Naper Settlement Museum Board, Board of Library Trustees, Liquor Commission, and Advisory Cultural Commission.
RECOMMENDATION:
